Ha Noi City Police announced on 7/10 that the Economic Police Department has initiated legal proceedings against 21 individuals, investigating them for trafficking prohibited goods. The syndicate was identified as being led by Duc, who resides in Dai Mo ward.
According to police, Duc owned three business locations in Ha Dong and Thanh Liet wards. During operations, he ordered fillers, botox, and various related products, including both finished and semi-finished goods lacking labels and packaging.
For semi-finished products, Duc purchased empty bottles without active ingredients, labels, or packaging, along with large-volume raw material containers. He then instructed his accomplices to decant, package, and label the products. These were subsequently transported to various warehouses in Ha Noi and Ho Chi Minh City for storage before market distribution.

Investigators determined this group lacked pharmaceutical practice certificates, business registration certificates, or licenses for pharmaceutical business. The goods were stored at unauthorized medical facilities, failing to meet proper storage conditions.
Duc and his accomplices were also not authorized by companies importing or trading fillers, botox, or meso to distribute these products.
During urgent searches of 12 locations on 20/8, police seized nearly 123,000 products. These included medical devices, drugs such as fillers, botox, meso, anesthetic drugs, and products supporting cosmetic procedures. The total value of these goods is approximately 74 billion dong.
Initial investigations indicate the syndicate operated for a long period, was tightly organized, and dealt with a particularly large volume of goods. From 2025 until its detection, the group sold millions of products, generating over 500 billion dong in revenue and illicitly profiting billions of dong.
