Making gangster films for online posting, 'Hung Loc', 'Nam Phap' arrested

Le The Hung, known as 'Hung Loc', Truong Van Nam, known as 'Nam Phap', and another individual produced and uploaded two violent gangster films, attracting millions of views.

On 7/10, the Lao Cai Provincial Police announced that the Investigative Police Agency had initiated legal proceedings against Hung, 41; Nam, 36; and Trinh Hai Nam, 39, known as Hai Nam Media. They face charges of illegally providing or using computer network information and telecommunications networks, under Article 288, Clause 2 of the Penal Code.

According to police, starting around May 2019, the three individuals filmed short videos depicting gangster life, including scenes of fighting, debt collection, gambling, and the use of fake knives, swords, sticks, and guns. After completion, Hai Nam uploaded them to the YouTube channel 24.TV, later renamed "Melody And Lullaby".

Among these, the two films 'Mot ngay tinh nghia ca doi la anh em' and 'Thoi doi' garnered the most views, with over 4,7 million and 1,8 million views respectively.

Investigators believe the group also received payment to embed advertisements in their films. Hung reportedly received 50 million VND for product promotion, and Nam accepted 20 million VND in sponsorship from a business.

The Lao Cai Provincial Department of Culture, Sports, and Tourism confirmed the two films lacked production registration and a classification license. The department assessed the videos' content and imagery as violent, promoting aggressive behavior, and negatively impacting public security, order, and safety.

Police are continuing to clarify the roles of individuals who acted, assisted, and sponsored the videos' production and upload.
