On 31/7, the National Highway 1 Traffic Police Team, under the Ha Tinh Provincial Police Department's Traffic Police Division (CSGT), announced the sanctioning of driver Dang Thanh. He received a 5 million dong fine for "holding and using a phone while operating a vehicle in road traffic," an offense stipulated by Decree 168/2024.

The incident occurred around 14:35 on 11/7. Thanh was driving a Nghe An-registered bus, transporting numerous passengers from Thanh Sen ward (Ha Tinh province) to Nghe An. While passing through Nam Hong Linh ward, the driver was observed using his mobile phone for personal reasons.
A passenger witnessed the act, took photos, and reported it to authorities. When summoned for questioning, driver Thanh admitted his wrongdoing. Police determined that his actions compromised traffic safety and violated the Road Traffic Law.
