On 21/4, An Phu Dong ward police (formerly District 12) initiated an investigation into the incident involving the young man. Authorities aim to clarify his unusual behavior, disruptive actions, and the property damage caused to residents.
Yesterday afternoon, the young man arrived at a barbershop in An Phu Dong ward by motorbike taxi, requesting to use the restroom. He then left in a disoriented state, mumbling incoherently, before unexpectedly climbing onto a nearby rooftop. He repeatedly jumped, smashed items, and "danced" erratically with scissors in both hands, terrifying many people who then alerted the police.
An Phu Dong ward police, in coordination with other forces, immediately cordoned off the area to ensure public safety. They attempted to persuade the young man to come down, but without success. He continuously moved across multiple rooftops, eventually climbing onto telecommunication cables strung across the street.
The incident caused significant traffic disruption in the area. All responding forces had to surround and apprehend the erratic individual, aiming to prevent any potentially dangerous actions.

More than two hours later, at 7:30 PM, as the young man was hanging from the cable at a height of more than 3 meters, he lost his grip and fell to the street. He was immediately apprehended by authorities.
Police are currently verifying his identity and checking for stimulant levels.
