Authorities allege that Thuy, as the legal representative of Binh Minh Investment and Construction Joint Stock Company, the company that directly manages and operates the Dong Huong agricultural, forestry, and aquatic products wholesale market, directed employees to underreport the fees collected from businesses operating in the market. These fees included stall rentals, vehicle entry and exit fees, utilities, and other charges.

By significantly underreporting revenue to tax authorities, the company caused a loss of over 11 billion VND to the state budget. The investigation is ongoing.

Dong Huong wholesale market, located in the heart of Thanh Hoa city, now Hac Thanh ward, is the province's largest market, bustling from midnight until late morning.
