On 28/7, 41-year-old An was prosecuted and placed under house arrest by Dong Thap provincial police for environmental pollution.

Since 2023, An had been accepting mango peels and seeds (a type of industrial solid waste) for disposal at 450 dong per kg at a site in Tan Thanh commune, Dong Thap province. The composting and drying process generated wastewater, which the company discharged directly into the environment instead of treating.
The wastewater and foul odor affected nearby residents. An also expanded the permitted area from 0.5 hectares to 2.8 hectares without authorization or land-use conversion. The waste dump now holds 5,000 tons of material.
An claimed the waste was being composted to create organic fertilizer.

An's actions were discovered in May during an inspection of Dia Long Agricultural Services Trading Co., Ltd. by Dong Thap provincial police and the Environmental Crime Prevention Police Department (Ministry of Public Security).
