On the afternoon of 17/9, Hoang (a resident of TP HCM) was arrested by Quang Tri provincial police and charged with violating road traffic regulations under Article 260 of the penal code.

Earlier that day, Hoang was driving a truck belonging to Thanh Cua Freight Transport Co., Ltd. on National Highway 9 from Dong Ha towards the Laos border. As he descended a slope approaching a red light in front of Tan Long market in Lao Bao commune, the truck veered into people selling bananas by the roadside.

The accident killed 3 people at the scene, two of whom were Laotian. 9 others were seriously injured.

Hoang tested negative for alcohol and drugs.

The section of National Highway 9 where the accident occurred is a downhill slope from the direction of the border. The speed limit in the residential area alongside the road is 50 km/h.
