The administrative penalty against 53-year-old Giam, a resident of Thanh Sen ward (former Ha Tinh City), for disturbing public order was issued by the Cam Trung Commune Police on the afternoon of 22/9, based on Decree 144/2021.
Giam admitted to authorities that he chased and tried to hit the passenger to force him to delete the video taken on the bus.
According to police, Giam’s actions did not constitute a crime, warranting an administrative penalty. The chase was brief and occurred when few people were around, causing no traffic disruption.
Initial investigations revealed that Giam's vehicle, used for passenger transport, was a regular bus painted to resemble a public transit bus.
Cam Trung Commune Police are investigating Giam's operation of the passenger vehicle without the required permits.
Around 2:50 p.m. on 17/8, a young man boarded a Ha Tinh-plated passenger bus driven by Giam, traveling from Thanh Sen ward to Cam Trung commune, formerly in Cam Xuyen district. During the journey, he observed Giam repeatedly swerving and weaving to overtake other buses, and the rear door swinging open, posing a safety hazard. Several frightened passengers complained and asked Giam to slow down, but he ignored them.
Upon arriving in Cam Trung commune, the young man exited the bus and used his phone to film the reckless driving to report it to the authorities. Giam immediately turned the bus around, got out, grabbed the man by the collar, and demanded he delete the video.
When the passenger refused, Giam pulled a sharp object from his pocket and chased him. After several dozen meters, unable to catch the man, Giam returned to his bus and continued his route.
The sharp object Giam used to threaten the passenger was identified as a pen.
