On the evening of 31/8, in Tan Hung commune, Hung Yen province, Nguyen Van Chinh, 46, a resident of Tan Hung commune, was walking from the right side of a road connecting two expressways towards the median strip when he was struck by a truck traveling in the same direction.
The impact resulted in Chinh's instant death. The driver then fled the scene in the vehicle.
The accident occurred in darkness with limited visibility and heavy traffic. The area lacked security cameras. Concurrently, another minor collision nearby diverted public attention, inadvertently compromising the accident scene.
Only after the crowd dispersed did residents discover Chinh's body on the road.

The Office of the Investigation Police Agency, Hung Yen Provincial Police, mobilized all available forces and coordinated with specialized units to meticulously search for clues, including shattered plastic fragments and fluid drips at the scene.
After 20 hours of investigation, Hung Yen Provincial Police, in collaboration with Ninh Binh Provincial Police and Hai Phong City Police, identified the truck driver as Pham Xuan Biet, 52, a resident of Gia Phuc commune, Hai Phong City.
During questioning by investigators, Biet admitted that after the accident, he promptly took the vehicle for repairs, meticulously cleaned it, and attempted to eliminate any signs of collision.
The Investigation Police Agency, Hung Yen Provincial Police, has criminally detained Biet to clarify the circumstances of the incident.
