On 10/9, the Investigation Police Agency of Hue City Police indicted and temporarily detained Dang Van Vinh Hoang, 28, a resident of Phong Phu ward, on charges of violating road traffic regulations.
Initial investigations revealed that around 8:25 p.m. on 9/7, Hoang was driving a motorcycle on The Chi Tay Street in Phong Phu ward, traveling from Phong Quang ward towards Phong Dinh ward.
While on The Chi Tay Street, Hoang's motorcycle collided with a bicycle ridden by an 11-year-old boy, who also resided in the same locality and was traveling in the opposite direction. The child sustained severe injuries and died shortly afterward.
Forensic tests confirmed that at the time of the collision, Hoang's blood alcohol concentration was 254,82 mg/100 ml, and his urine sample tested positive for Methamphetamine.
Furthermore, investigators determined that Hoang was operating his motorcycle on the left side of the road, failing to stay in his designated lane.
Authorities assert that these violations directly caused the fatal accident. Hoang is now under investigation in accordance with point b, clause 2, Article 260 of the Penal Code.
