The day before, Luan was riding a motorbike without a helmet on Highway 12 in Pe Tien village, Chieng So commune, when he was stopped by traffic police. Luan verbally abused and challenged the officers, refusing a breathalyzer test.
During the incident, Luan punched a traffic officer, injuring him, and was subsequently subdued. A breathalyzer test revealed Luan's blood alcohol content to be 29.2 mmol/L, far exceeding the legal limit.
Police urge everyone to strictly adhere to traffic laws, including refraining from driving under the influence of alcohol. Obstructing public officers will be met with serious legal consequences.
