During the trial, Hoang admitted to his actions. The trial panel stated that the defendant had repeatedly abused his underage biological child, severely impacting the child's physical and mental health and normal development. Children are subjects specifically protected by law.
According to the indictment, Hoang and his 26-year-old wife have three children aged 4 to 8 years old. Three years ago, after a conflict, his wife left home, leaving the three children in Hoang's care. Hoang then invited his mother to live with them to look after the grandchildren.
In July 2025, Hoang made his children stop attending school. He rented a room in Quarter 1, My Phuoc Tay Ward, and gave lottery tickets to his mother and three children to sell daily.
Because Lam, aged over 7 years old, often failed to sell the amount of lottery tickets Hoang demanded, his father beat him with his hands, feet, a bamboo broomstick, and a plastic pipe. Due to the frequent abuse, the child ran away from home many times, but Hoang always found him and forced him to continue selling lottery tickets.
On the afternoon of 2/9/2025, Lam returned home without enough money from selling lottery tickets and was beaten again by his father.
Two days later, after selling lottery tickets, the child did not dare to return home. He wandered around and slept under the staircase of Cai Lay Regional General Hospital. Upon discovering the child appeared traumatized and was unaccompanied by relatives, the hospital reported the incident to the Cai Lay Ward Police.
Based on Lam's testimony, the investigative agency verified the information and arrested Hoang. Forensic assessment results determined the child suffered 7% health impairment.
