Police have indicted five individuals for investigation into the crime of falsifying documents of an agency or organization. Those charged include Nguyen Ba Toan, 43, director of Gia Phat Trading Service and Construction Company Limited; Pham Van Hung, 47; Nguyen Thi Binh, 43; Phung Duc Quyen; and Nguyen Thi Lan Huong, both 35.
Authorities have temporarily detained four of them, while they placed Huong under a ban from leaving her residence as she is caring for a child under 36 months old.

According to the police, the violations occurred at the Ecohome Song Thuong and Vegahome Quang Chau social housing projects. Capital Investment and Trading Joint Stock Company and Vega Investment Joint Stock Company are the investors for these two projects, which are designated social housing for workers.
Starting in October 2025, Hung, Binh, and Toan allegedly falsified 6 sets of documents for the Ecohome Song Thuong project. Hung collected between 1 and 5 million dong for each application.
Quyen is also accused of directly falsifying 11 sets of documents and colluding with Huong to create three additional sets. All documents bore the confirmation of Fuha Trading Production and Construction Company Limited, enabling 14 clients to purchase homes at the Vegahome Quang Chau and Ecohome Song Thuong projects. After successfully completing the fraud, the group would receive brokerage fees for selling the apartments.
Police are expanding the investigation into the case.
The Housing Law 2023 stipulates that social housing is a type of housing supported by the state for eligible beneficiaries. Its goal is to provide affordable housing for priority groups. Compared to commercial housing in the same segment and area, social housing has a lower price, must be sold to the correct beneficiaries, and can only be transferred after 5 years from the handover date.
Eligible groups include: individuals with meritorious service to the revolution, relatives of martyrs; poor and near-poor households in rural areas; households affected by natural disasters; low-income individuals, poor and near-poor households in urban areas.
