Bac Ninh Provincial Police announced on 20/2 that its Investigative Police Agency has initiated legal proceedings and temporarily detained two Chinese nationals, Bi Shuang and Cui Feiyang, both 28, on charges of fraudulent appropriation of property.
According to police, the two individuals used the social media platform WeChat to target victims interested in large-value transactions. Their method involved pretending to need to exchange USDT virtual currency for Vietnamese dong, luring victims to a meeting point.
In one instance on 8/1, the suspects met with Mr. Liu Wei. After receiving 120 million dong from Mr. Wei, Bi Shuang left on a pretext. Cui Feiyang then escorted Mr. Wei to a restaurant on Han Thuyen Street, Kinh Bac Ward. While Mr. Wei was distracted eating, Cui Feiyang slipped out through the back door and fled with the money.

A similar incident occurred on 26/1 when the duo arranged to meet Mr. Wang Chang Liang at a cafe. They pretended to purchase three iPhones, valued at approximately 93 million dong. After taking the phones under the guise of inspection, they again led Mr. Liang to the same restaurant before escaping.
At the investigative agency, Bi Shuang and Cui Feiyang admitted to their criminal acts. They stated that the appropriated assets were sold, and the proceeds were divided between them.
Given the foreign element of the case, the Office of the Bac Ninh Provincial People's Committee has sent an official diplomatic note to the Chinese Embassy in Vietnam. The note requests cooperation in the investigation, verification of the suspects' judicial records, and asks for citizen protection for Cui Feiyang and Bi Shuang in accordance with legal regulations.
