The indictment against Xuan and his accomplices was approved by the Thanh Hoa provincial People's Procuracy on 12/9.

This legal action occurred during the expanded investigation of a case involving Cao Tien Doan, chairman of the Board of Directors and general director of Dong A Real Estate Group, also known as the chairman of Dong A Thanh Hoa Football Club – commonly called "bau" Doan.

In addition to Xuan, the Thanh Hoa provincial People's Procuracy and the Thanh Hoa provincial Police Investigation Agency have prosecuted and detained several former and current leaders and officials in Thanh Hoa city. These include Tran Anh Chung, director of the Department of Industry and Trade and former chairman of the Thanh Hoa City People's Committee; Le Mai Khanh, chairman of the Dong Son ward People's Committee and former vice chairman of the Thanh Hoa City People's Committee; Tao Minh Hanh, director of the Thanh Hoa City Land Development Fund Center; and Vu Hoang Tan, an official at the Thanh Hoa City Land Development Fund Center.

These individuals were prosecuted for abuse of power under Article 356 of the Penal Code.

Investigators also prosecuted Tran Tat Hung, director of Lam Son Auction Company, and Le Thi Phuong, a judge at the regional People's Court, for bribery under Article 354 of the Penal Code.

Ha Van Hieu, an employee of Dong A Company, was also prosecuted for violating regulations on asset auction activities under Article 218 of the Penal Code.

Previously, on 28/8/2025, the Thanh Hoa Provincial Police Investigation Agency conducted an emergency search of Doan's residence and workplace in Sam Son ward and Hac Thanh ward. Doan was investigated for violating accounting regulations with serious consequences under Article 221 of the Penal Code.

On 8/9/2025, investigators added another charge against Doan for violating regulations on asset auction activities under Article 218 of the Penal Code.

The Thanh Hoa Provincial Police Investigation Agency is continuing to expand the investigation.
