The arrest warrant for Mr. Thuc was approved by the Thanh Hoa Provincial People's Procuracy on 14/9.

He was arrested for forgery, under Article 359 of the Penal Code. Specific details of his wrongdoing have not yet been released by authorities.

Mr. Thuc, a native of Thanh Hoa, is an associate professor and doctor of history with over 30 years of experience in the education sector.

He was a lecturer at Vinh University (Nghe An) before transferring to become Vice Principal and then Principal of Thanh Hoa University of Culture, Sports and Tourism. In 12/2020, he became Director of the Thanh Hoa Department of Education and Training.

Since mid-March, he has served as Deputy Head of the Thanh Hoa Provincial Party Committee's Propaganda and Mass Mobilization Department.
