Trinh Dinh Luan, 34, and his younger brother, Trinh Dinh Long, 31, were arrested on 11/9 by Bac Ninh provincial police. They are being investigated for intentional injury and public disorder.

The incident began on the night of 7/9. Nguyen Duc Vinh, 43, was driving his wife home from a medical appointment. As they reached the Duong River dike in Van Ty village, Nhan Thang commune, Bac Ninh province, they noticed two unconscious individuals lying beside a motorcycle.
Bystanders asked Vinh to take the injured to the hospital, but he declined, explaining he needed to get his wife home. Later, Vinh recounted the incident to three friends: Nguyen Ba Thanh, 32, Nguyen Ba Trung, 44, and Nguyen Duc Dai, 38. Together, they returned to the accident scene to offer assistance.
Upon arrival, the group was attacked by six young men on three motorcycles, including Luan and Long. Vinh and Trung sustained injuries requiring hospitalization, while Thanh and Dai suffered minor injuries.
The investigation is ongoing.
