Hanoi has significantly bolstered its urban surveillance and traffic management capabilities with the inauguration of phase two of its Command Information Center on 29/6. This expansion brings the total number of artificial intelligence (AI) cameras across the city to nearly 5,000, designed to detect a wide array of violations beyond just traffic offenses, including issues related to urban order, public disturbances, and illegal littering.
As part of phase two, the Hanoi Police installed 2,460 new AI cameras throughout the city. These additions include over 1,100 cameras dedicated to traffic safety and order violations, 960 cameras for measuring vehicle flow, 112 cameras providing panoramic views of intersections, 251 PTZ cameras for security and order monitoring, and 30 cameras specifically for detecting speed violations.
Accompanying the camera rollout, extensive infrastructure was established. This included setting up 57 servers to operate specialized software, 36 VMS screens for displaying alerts and traffic information, 100 traffic signal controllers, 930 camera poles, 475 km of fiber optic cable, and 136 km of power cable. This infrastructure supports 238 key intersections, gateway routes, and inner-city areas.

The project marks a comprehensive technological upgrade compared to the previous phase, introducing new features such as "green wave" intelligent traffic control. The system leverages AI for congestion prediction, adaptive traffic signal control, and provides real-time traffic alerts through the VMS system.
Authorities are now deploying these AI cameras to address violations in urban order and environmental hygiene. The cameras also enhance security and order monitoring by detecting public disturbances, trespassing in restricted areas, weapon use, fire, smoke, and illegal dumping.
With the 1,837 cameras already installed in the previous phase from 12/2025 across 25 streets and 195 key intersections, Hanoi now operates a combined total of nearly 5,000 AI cameras.

The AI cameras used for recording violations feature 4K resolution and a high frame rate of up to 50fps. They are capable of license plate recognition and detecting infractions both day and night. The system identifies various traffic safety and order violations, including: running red lights, improper lane usage, illegal stopping or parking, driving against traffic, speeding, not wearing helmets, and not wearing seatbelts.
Further enhancing traffic management, Hanoi will activate 36 electronic traffic information boards from 15/7. These boards will provide real-time traffic updates, enabling residents to proactively choose suitable routes. This initiative aims to reduce congestion and improve the overall efficiency of traffic organization and management.
