On the afternoon of 29/4, the decision to assign Hung to concurrently hold the position of Chief Justice of the Ho Chi Minh City People's Court was announced by Nguyen Van Quang, Chief Justice of the Supreme People's Court.
Quang stated that assigning a Deputy Chief Justice of the Supreme People's Court to concurrently serve as Chief Justice of the Ho Chi Minh City People's Court is unprecedented. However, given Ho Chi Minh City's unique role as the nation's economic and financial hub, and its upcoming implementation of a special urban mechanism, this decision aims to help the city's court system enhance its role and meet development demands.

Hung replaces Le Thanh Phong as Chief Justice of the Ho Chi Minh City People's Court. Phong was approved by the National Assembly for appointment as a Supreme People's Court Justice.
Hung has many years of experience working at the Supreme People's Court. He previously served as Head of the General Affairs Office, Head of the General Affairs Division of the Statistics and Synthesis Department, and Director of the Statistics and Synthesis Department.
In 3/2019, he was transferred and appointed Chief Justice of Hoa Binh Provincial People's Court. In 11/2020, Hung was approved by the National Assembly as a Supreme People's Court Justice. By 2022, Hung was appointed Deputy Chief Justice of the Supreme People's Court.
Currently, the leadership of the Ho Chi Minh City People's Court includes: Chief Justice Pham Quoc Hung and nine deputy chief justices: Tran Van Vui, Pham Thi Thu Ha, Phung Van Hai, Nguyen Thi Thuy Dung, Quach Huu Thai, Pham Xuan Hung, Bui Thai Hung, Nguyen Ngoc Mai, and Le Hoang.
