On 1/9, Chi Hoa Detention Center (T30), Ho Chi Minh City Police Department, held a ceremony to announce the 2025 amnesty decree in honor of National Day (2/9) for 129 inmates. Hundreds of family members gathered outside the gates since early morning, anticipating the reunions.
According to Lieutenant Colonel Dang Thanh Vu, Deputy Warden of the detention center, "the amnesty selection process was conducted rigorously, transparently, and fairly, ensuring compliance with legal regulations."

He reminded those granted amnesty that this was just the first step in their reintegration process, with challenges and temptations ahead. He encouraged them to overcome any stigma, actively reintegrate into the community, find stable employment, and build happy families.
Speaking on behalf of the inmates, Truong Huynh Diem, 43, from Vinh Long province, thanked the prison staff for their support and encouragement during her sentence. She pledged to abide by the law, earn an honest living, and become a model citizen upon returning home.
Diem was convicted of traffic violations and was granted amnesty after serving two-thirds of her sentence.

Doan Ngoc Thinh, 30, from Khanh Hoa province, beamed as he neatly folded his prison uniform after receiving his amnesty certificate. He expressed his excitement about going home.
In 2021, at 16, Thinh was sentenced to three years for disturbing public order after being persuaded by a friend to participate in a brawl in District 7. He had been at Chi Hoa Detention Center since 2023.
"I still can't believe I've been granted amnesty," Thinh said. "There was a proposal in July, but I was worried I wouldn't be considered. I was overjoyed when I learned the results yesterday. This time, I'm determined to turn over a new leaf, work hard, and contribute to society."

Truong Lam Bao Minh, who also received a four-year sentence for robbery, expressed his joy at the amnesty decision. During his three years at Chi Hoa, he worked in the kitchen, consistently striving for good behavior, which led to his early release.
"When I return, I will help my mother with her business and live an honest life to avoid repeating past mistakes," Minh said.
