On the morning of 10/8, the Lao Cai Provincial Police held a ceremony to announce the Ministry of Public Security's decisions on personnel appointments.

Colonel Trinh Khac Cuong, Deputy Director of the Internal Political Security Department, Ministry of Public Security, will replace Major General Huyen as Director of Lao Cai Provincial Police.

Major General Cao Minh Huyen, 52 years old, hails from Hung Yen province. His career includes serving at Lang Son Provincial Police, as a division head at C03 under the Ministry of Public Security, and as Deputy Director of Nghe An Provincial Police from 5/2020. He then became Director of Lao Cai Provincial Police in 5/2023.

Colonel Trinh Khac Cuong previously served as Deputy Director of Kon Tum Provincial Police and Deputy Chief of Staff for the Ministry of Public Security. Since 4/2026, he has been Deputy Director of the Internal Political Security Department.
