Man assaults official over helmet reminder, causing head injury

Nguyen Doan Vu assaulted security team leader Tran Dinh Dong, causing a traumatic brain injury, after feeling "scrutinized" by a reminder to wear a helmet while driving.

Vu, 31, residing in Dong Loc commune, faces charges and temporary detention for intentionally causing injury, under Article 134 of the Penal Code. The People's Procuracy Region 3 - Ha Tinh approved and announced the procedural decisions on the afternoon of 27/11.

On the evening of 3/10, Vu and some friends were riding motorcycles without helmets on a village road in Du Nai hamlet, Xuan Loc commune, formerly part of Can Loc district. An official from the Du Nai Hamlet grassroots security team stopped them with a light to check and remind them about helmet use.

Authorities allege that Vu then became agitated, claiming he felt "scrutinized". During the argument, Vu punched Tran Dinh Dong, the head of the Du Nai Hamlet grassroots security team, 2-3 times in the head. Dong was hospitalized with a traumatic brain injury, external hematoma, and a fractured bone, resulting in 36% health impairment.

Vu stated that he had been drinking alcohol at the time of the incident and could not control his actions.
