On 28/8, Hanoi police reported that Tay Ho and Ngoc Ha ward police departments collaborated to investigate and prepare a case against the 26-year-old man.
The incident occurred on the afternoon of 27/8, when police and military personnel were stationed at numerous security checkpoints for a rehearsal of the celebrations commemorating the 80th anniversary of the August Revolution and National Day (2/9).
At a checkpoint near the Dong Co - Hoang Hoa Tham intersection, the tattooed man confronted and verbally challenged the officers on duty. The incident was filmed by bystanders and shared on social media.

Over 10,000 police and military personnel were deployed to secure key routes and checkpoints for the A80 events, including the parade. An additional 5,000 local security officers were also mobilized. Thousands of officers from specialized units were stationed at nearly 450 checkpoints across the city.
In addition to public order offenses, police also addressed instances of individuals attempting to profit from the A80 events. The day before, during a patrol, O Cho Dua ward police found a man renting out 10 chairs for 20,000 VND each. He was subsequently taken to the police station for processing.

In another incident, a group illegally operated a motorbike parking lot at the Chu Van An - Dien Bien Phu intersection. Despite heightened security measures and parking restrictions in place for the rehearsal, the group continued to operate, charging inflated fees.
Ba Dinh ward police and related units subsequently fined the individuals involved 12.5 million VND.
