The Investigative Police Agency of Quang Tri Provincial Police has initiated criminal proceedings against Ho Van Vai, from Huong Hiep commune, for violating road traffic regulations, under Article 260 of the Penal Code.

On 20/5, after consuming alcohol, Vai was walking on National Highway 9, heading from Khe Sanh to Cam Lo. Upon reaching Phu An village, Huong Hiep commune, he walked against the flow of traffic on the road instead of keeping to the right side.
This led to a collision with a 27-year-old man riding a motorbike in the opposite direction, resulting in the motorcyclist's death.
According to police, the incident serves as a warning to all road users. Pedestrians are also considered traffic participants and must fully comply with traffic order and safety regulations; serious violations resulting in severe consequences can lead to criminal prosecution.
Police advise people not to consume alcohol when participating in traffic. Pedestrians must use the correct side of the road, follow the designated direction, observe carefully before crossing, and avoid walking against traffic or crossing national highways arbitrarily to ensure their own safety and that of the community.
