Tran Van Long, 38, residing in Phuc Thinh commune, was criminally detained on 25/6 for investigation into intentional property damage, under Article 178 of the Criminal Code.
The suspect has two previous convictions for murder and illegal drug possession.

Initially, Long stated that he had an altercation with an unknown group of people while at karaoke. Afterward, he took a cleaver and a fruit knife to find his "opponents" to resolve the dispute, but was unsuccessful.
As he walked home along the sidewalk of Nguyen Hoang Ton street, heading towards Vo Chi Cong in Tay Ho ward, Long saw several cars parked along the roadside and began repeatedly slashing their windows with the knives.
At least four cars parked in front of a building's lobby had their windows slashed. The slashes were all on the right side, near the driver's seat and rear seats. One Mercedes car sustained broken glass and scratches to its body.

At 11 p.m. on 22/6, after receiving reports, rapid response police from Hanoi Police and Tay Ho Ward Police arrived at the scene. Long was apprehended on the spot with the two knives, which were seized as evidence, and taken to the police station.
