Vietnamese-American suspect wanted by FBI for 100 million USD fraud

Emylee Thai, also known as Thai Thu Anh, has been added to the FBI's most wanted fraudsters list, with a 150,000 USD reward offered.

On 23/6, FBI officials announced that Emylee Thai, from Texas, has been added to the bureau's most wanted fraudsters list following allegations of nearly 100 million USD in healthcare fraud. Thai, born 27/8/1984, is also known by the names Tan Kelsey, Le-Thai Kimberly Anhthu, and Thai Thu Anh.

According to the FBI office in Houston, Emylee Thai is accused of committing millions of USD in fraud through a scheme involving medically unnecessary genetic testing combined with kickbacks for patient referrals or test orders. Officials stated that Emylee was indicted for conspiracy to commit healthcare fraud, conspiracy to defraud the US government, and paying kickbacks in a federal healthcare program.

The FBI published three images of Emylee Thai in the wanted notice.

According to the indictment, since 2019, Emylee, owner of a laboratory, contracted with marketing firms. These firms referred signed test orders and DNA samples from federal insurance beneficiaries, typically Medicare patients, to her lab. In return, the firms received a percentage of the reimbursement the lab obtained from the federal insurance program after test costs were paid.

Officials stated these genetic tests, for which Medicare typically paid several thousand USD per beneficiary, were medically unnecessary. Often, test results were not used in patient treatment. FBI officials reported that during that period, Emylee's lab submitted payment requests totaling about 142 million USD to Medicare for genetic tests, receiving approximately 95 million USD in payments.

Officials stated that after her arrest, Emylee was released on bail with conditions, including wearing a location monitoring device. On 8/12/2022, Emylee's monitoring device was removed, with her last recorded location at Harry Reid International Airport in Las Vegas. The next day, after multiple unsuccessful attempts to contact and locate Emylee, authorities issued an arrest warrant. Investigators identified Emylee as having fled the US via private plane under a false identity. An FBI official in Houston stated that Emylee is likely in Vietnam.

According to officials, on 5/7/2023, Emylee was separately indicted on charges of destroying and altering records to obstruct a federal investigation. The FBI office in Houston is offering a reward of up to 150,000 USD for information leading to Emylee's arrest.
