On 2/3, the Ho Chi Minh City Police Investigation Agency launched an investigation into Phung, from Chau Pha commune, for disturbing public order.

Late on 26/2, Phung dined with his girlfriend and her brother at a beer quan behind Hac Dich market. After their meal and drinks, Phung's girlfriend booked a ride-hailing taxi via an app to take them to a hotel.
Driver Le Van Nam, 29, arrived to pick them up. The girlfriend told Phung to go to the car first while she used the restroom. As the wait extended, driver Nam suggested canceling the trip, leading to an argument.
All three then entered the vehicle, with Phung and his girlfriend in the back seat. Phung suddenly lunged forward, choking and repeatedly hitting Nam on the head, face, and chest, disturbing public order in the area.
After receiving the report, Tan Thanh Ward Police quickly verified the incident and summoned those involved. Police also pursued Phung and requested his family to encourage him to surrender for the investigation.
Around 1h on 28/2, Le Huu Phung surrendered at the police station, admitting his actions.

Ho Chi Minh City Police advise residents not to use violence, act aggressively, or resolve disputes with force in civil or service interactions. All violations will face strict legal action. Residents should exercise restraint, obey the law, and behave civilly. Any disputes or conflicts must be resolved through legal channels.
