Today, Prime Minister Pham Minh Chinh, on behalf of the Party and State leaders, presented the Labor Order to the Ministry of Justice.
Previously, the justice sector has been awarded the Gold Star Order, the Ho Chi Minh Order, the first-class Independence Order, and the first-class Labor Order.

According to the Prime Minister, Justice was one of the first 13 ministries of the Provisional Government in 1945. This affirms that the justice sector has always accompanied and made important contributions to the country throughout the Party, State, and people's arduous struggles.
Looking back at history, the Prime Minister noted that Vietnam's legal foundation was painstakingly built by previous generations. There have been many famous law codes, bearing the distinct mark of Vietnamese civilization and clearly demonstrating the ideology that "to govern a country, there must be laws." Examples include the Hinh Thu (Ly dynasty), Hinh Luat (Tran dynasty), Quoc Trieu Hinh Luat - Hong Duc Law Code (Later Le dynasty), and Hoang Viet Luat Le (Nguyen dynasty).
Over the 80-year journey, the Prime Minister summarized six hallmarks of the justice sector: "Proactive legal development; Strict law enforcement; Effectiveness in civil cases; Organizational and cadre enhancement; Expanding international cooperation; and Actively resolving difficulties."
In the coming period, he requested that the justice sector focus on five key areas: comprehensively promoting institutional improvement and enhancing the quality of lawmaking; addressing difficulties and obstacles in legal regulations based on practical requirements; reviewing, systematizing, and codifying laws; and decentralizing authority in lawmaking and enforcement.
The head of government also suggested that the justice sector continue to innovate its thinking in lawmaking and completion. This innovation must ensure both state management requirements and encourage creativity, liberating all productive forces.
"All levels must create breakthroughs in law enforcement, building a culture of law observance and upholding the rule of law," the Prime Minister said, requesting a shift "from a management mindset to a service mindset to foster development and eliminate the mindset of prohibiting what cannot be managed."

At the ceremony, Minister of Justice Nguyen Hai Ninh said that the Ministry has participated in the development of all constitutions, from the first one in 1946 to the latest amended version. In addition, the Ministry has also successfully fulfilled its tasks in leading and advising on the development of several important laws, such as the Civil Code, the Penal Code, the issuance of legal documents, the handling of administrative violations, and civil judgment enforcement.
