According to the police, a week earlier, the teenager from Ve Giang commune and his friends went to central Quang Ngai. On Hung Vuong street, he let his friend from Long Phung commune drive, neither wearing a helmet.
The driver let go of the handlebars, stood up, and danced, as shown in a livestream by one of their friends. Concerned citizens reported the incident to the police.
The driver admitted to police that he didn't have a license and that he let go of the handlebars and danced out of excitement and a "desire to show off on social media."
Citing Decree 168, Traffic Police Unit 1 determined the teenagers violated several traffic laws: driving with no hands, not wearing helmets, carrying a passenger without a helmet, and allowing an unqualified person to drive.
Earlier this month, the Traffic Police Department, in coordination with the Kon Tum Ward Police, also confiscated a motorbike from a young man who performed a wheelie while carrying a female passenger.
