On 26/2, Thanh Khe Ward Police announced they had identified the group of teenagers involved in a public disturbance incident that occurred in the early morning of 17/2 (the first day of Tet) across several streets.
According to the investigation, around 0h on 17/2, a 16-year-old teenager residing in Thanh Khe ward gathered nearly 20 other teenagers. They rode on 10 motorbikes, many with removed license plates, forming a high-speed convoy. The group constantly revved engines and made loud exhaust noises as they traveled through streets like Nguyen Tat Thanh, Dien Bien Phu, Le Do, Thuan Phuoc Bridge, Tran Phu, 2 Thang 9, Duy Tan, Nguyen Huu Tho, and Nguyen Tri Phuong.
Upon reaching Ly Thai Tong street, this teenager took four homemade knives, each about one meter long, distributing three to others and keeping one. Some members of the group also carried pepper spray.
Around 2h30 on the same day, while returning to Nguyen Tat Thanh street, the group encountered another group of teenagers. Believing they were being provoked, they turned their motorbikes and gave chase. A 19-year-old male and his companions used knives to slash a 20-year-old male, severing a tendon in his right hand.
While fleeing, an 18-year-old male, driving a motorbike with a passenger, crashed into a parked car. The driver sustained a fractured radius and a severed right hand tendon, while the passenger suffered an ankle injury.
The investigating agency seized four homemade knives and several motorbikes linked to the incident.
On 23/2, the Da Nang City Police Investigation Agency initiated criminal proceedings and charged two males, aged 19 and 16, with public disturbance. The 19-year-old was temporarily detained, while the 16-year-old was placed under a travel restriction, prohibiting him from leaving his residence.
On 25/2, the investigating agency further charged and temporarily detained five males, aged 19 to 22, all residents of Da Nang City, for investigation into the same offense.
