Tran Thi Kim Loan filed a complaint with the Hai Phong City Party Committee Secretary, the Hai Phong City Police Director, the Hai Phong City People's Procuracy Director, and the Thien Huong Ward Police.
According to Loan, Huu continues to refuse to return the land despite a civil court ruling in her favor. Huu has appealed the decision.
"This is an outrageous act that has caused my family significant material and emotional distress for a long time. This isn't a land dispute, as the land title is in my and my husband's names. I'm accusing him of land seizure and request that the authorities take strict action," Loan said.
She added that she had repeatedly requested Huu to halt construction and return the land, but he ignored her pleas and continued building. "If he knew it was a mistake, why didn't he stop building when the foundation was being laid?" she asked.
Huu declined to comment on Loan's complaint or the situation.

In 9/2024, Loan acquired two plots of land in the former Kien Bai commune’s hamlet 7 (now Thien Huong ward, Hai Phong). While finalizing the transfer procedures, she discovered Huu was building a two-story house on one of her plots.
Loan stated that she contacted Huu numerous times and filed a report with the Kien Bai Commune People's Committee (UBND). However, the construction continued despite the authorities' orders to stop. Loan then filed a lawsuit.
During the first-instance trial in 8/2025, Huu admitted to building on the wrong plot but requested a land swap or monetary compensation equivalent to the land's value (approximately 550 million VND) to keep the house. He claimed a real estate broker directed him to the plot, and he currently doesn't know the broker's whereabouts, address, or phone number.
The court ruled that Huu's construction infringed on Loan's legal land use rights and ordered him to demolish the entire structure and return the land to Loan.
Huu appealed the verdict.
