Vi "Ngo" is a known gangster in Thanh Hoa, with a criminal record including gambling, loan sharking, protection rackets, and debt collection.
He is also a close associate of Tuan "Than Den", another notorious gangster in Thanh Hoa, who was recently detained by the Ministry of Public Security's Department of Corruption, Economic, and Smuggling Crime Investigation (C03) for alleged violations related to resource exploitation and accounting.
On 21/7, police arrested Vi "Ngo" on bribery charges. Investigators determined that Vi "Ngo" transferred 350 million VND to a former soldier to bribe a judicial official to reduce the sentence of Nguyen Ngoc Hoa (also known as Hoa "Chua"), who is serving a life sentence for murdering a fellow inmate. The former soldier allegedly kept 70 million VND and passed the remaining amount to the official. The identities of those involved have not been released.

10 days after his arrest, Vi "Ngo" was also charged with accounting violations. Authorities also charged and detained three other suspects, Nguyen Huy Tung, Dao Manh Linh, and Le Thi Tinh, on the same charges.
According to investigators, these charges are part of a larger investigation into Manh Tung Petro Liquefied Gas Joint Stock Company, located at 55 Le Hoan street, Hac Thanh ward, Thanh Hoa province.
Vi "Ngo" was a founding shareholder and played a key role in Manh Tung Petro's operations. Authorities allege that the company omitted over 33 billion VND in revenue from its accounting records, potentially evading tens of billions of VND in taxes. The company is also accused of forging value-added tax invoices and creating fake transactions.
