On the morning of 1/9, prisons across the country announced the second amnesty decision of 2025 by President Luong Cuong, commemorating the 80th anniversary of National Day.
Deputy Prime Minister Nguyen Hoa Binh, Chairman of the 2025 Amnesty Advisory Council, attended the amnesty announcement ceremony with 435 inmates at Phu Son 4 Prison in Thai Nguyen province.

On 29/8 and 31/8, President Luong Cuong signed two amnesty decisions, granting early release to 14,020 inmates and five individuals whose sentences were suspended or deferred.
Combined with the 8,056 people in the first phase, a total of 22,081 people have been granted amnesty this year, the "largest number ever".

From past 8 a.m., inmates gathered in the hall awaiting the announcement, then received their amnesty decisions in groups.
Congratulating the inmates of Phu Son 4 Prison granted amnesty, Deputy Prime Minister Binh stated that "amnesty is just the beginning of a new path filled with difficulties and challenges of making a living."
He acknowledged the potential temptations ahead but expressed confidence that the lessons learned and discipline gained in prison would equip the inmates to overcome them upon their return.
"Let the past be closed and never re-offend. Live a meaningful life, earning the trust and peace of mind of your families," the Deputy Prime Minister said.

Each inmate leaving Phu Son 4 Prison received travel and meal allowances. The amount varied based on the distance to their homes. Many inmates also received their remaining deposited funds.
All procedures for the amnestied inmates were completed this morning.

In Hanoi, Detention Centers 1 and 2 simultaneously held amnesty announcement ceremonies for 176 inmates on the morning of 1/9.
The police assessed these inmates as remorseful, having demonstrated progress through labor and study, and receiving positive peer reviews.

Lieutenant Colonel Tran Ngoc Hanh, Head of the Inmate Management Division at Detention Center 1, explained that the unit organized counseling, guidance, and vocational training to prepare inmates for reintegration. This allowed each inmate to choose a suitable job.

Hundreds of people waited outside the prison gates as the inmates emerged.
Over the past 80 years, the State has granted amnesty 40 times, demonstrating its humanitarianism. From 2009 to the present, the President has issued 11 amnesty decisions for over 104,000 inmates.
According to the Ministry of Public Security, most amnestied individuals quickly reintegrate into society, lead stable lives, and engage in lawful employment. The recidivism rate among amnestied individuals is very low.
