Are typhoon-induced work closures counted against annual leave?

Due to the impact of Typhoon Kajiki (Typhoon No. 5), many streets in Hanoi experienced severe flooding, making travel difficult.

Several businesses, including my company, announced closures to ensure employee safety and prevent travel risks.

My concern is about salary entitlements during this unforeseen work interruption. Are companies obligated to pay employees when the closure isn't employee-initiated? If so, how are wages calculated?
