Colonel Ngo Nhu Cuong, Deputy Director of the Department of Administrative Management of Social Order (C06, Ministry of Public Security), announced this information on the Ministry of Public Security's E-portal on 14/7.
Colonel Cuong stated that the new regulation on temporary residency notification expands the scope of cases, clarifies responsibilities, and outlines implementation methods. Beyond households, accommodation establishments, and medical facilities, vehicle owners or managers must also report when individuals stay overnight in their vehicles. If the household head or a family member is absent, the guest must self-report.
The notification requires basic information: full name, date of birth, personal identification number or passport number, reason, duration, and address of stay. Reporting must occur before 23:00 on the day the stay begins. For arrivals after 23:00, notification is required before 8:00 the following day.
The maximum duration of stay is 30 days. Citizens can report via phone, email, the residency registration authority's website, the National Public Service Portal, VNeID, or temporary residency notification software. "Therefore, citizens are not required to visit the police station in person," Colonel Cuong stated.
The new regulation aims to ensure comprehensive and accurate updates of citizens' actual residence information for effective residency management. Additionally, it seeks to maintain security and order, prevent crime, support search and rescue operations, and inform socio-economic policy planning.
"Essentially, this regulation does not inconvenience citizens because the procedures are simple, there are no fees, multiple reporting methods are available, and it primarily leverages electronic information through VNeID," the Deputy Director explained.

Previously, Clause 9, Article 4 of the Law amending and supplementing 10 laws on security and order, effective from 1/7, stipulated that if someone stays overnight at a residence, a household member must report it to the residency registration authority. This means that currently, relatives, friends, partners, or any other person staying overnight must be registered.
This marks a new provision, as Article 30 of the Law on Residence 2020 only required reporting for "any temporary stay" without explicitly detailing "overnight stays."
Citizens only need to provide basic information when registering residency
Regarding new aspects of residency registration, Colonel Cuong explained that from 1/7, when submitting applications in person, citizens only need to provide basic information and details about residency registration conditions. Receiving officers are responsible for extracting information from the National Population Database and other relevant databases to create the application record. Each application is assigned a code for citizens to track its processing status.
The new regulation also prohibits officers from requesting citizens to resubmit documents already available in databases or VNeID. If information or documents verifying residency registration conditions are accessible through databases, information systems, or VNeID, the residency registration authority cannot ask citizens to resubmit or present them again.
The residency registration authority is responsible for receiving and addressing feedback and petitions from citizens, whether submitted directly, via phone, suggestion boxes, email, e-portals, VNeID, or mass media.
