Pham Anh Dong, 46, residing in Thanh Xuan ward, has been indicted by the Hanoi People's Procuracy for murder and illegal use of military weapons. The charges stem from an incident on 15/4/2025, when Dong allegedly stabbed a parking guard following a dispute over parking fees in Ha Dong.
Dong, who has no stable occupation, frequently assisted customers with pressing license plates and engraving chassis and engine numbers near the Hanoi Police Department's Traffic Police Vehicle Registration Team office on Nguyen Khuyen street, Ha Dong. This parking area is managed by Tan Hong Anh Co., Ltd. and was staffed by guard Tung, 48, and a colleague. Dong has a history of legal troubles, including administrative penalties for disturbing public order in 2006 and intentional injury in 2015.
The confrontation occurred around 2 PM on 15/4/2025. A driver parked a car in the area and approached Dong for vehicle registration services. When guard Tung attempted to collect the parking fee, Dong intervened, telling the driver that parking was free. This led to a heated argument, during which Tung slapped Dong.
Following the altercation, Dong left the scene on his motorbike, purchased two knives from Ha Dong market, and returned. He then stabbed Tung in the abdomen. According to the indictment, as Tung fled, Dong continued to pursue him with a knife but failed to catch him. Dong then turned his attention to the other security guard, attempting to stab him before police intervened and apprehended him.
Tung sustained severe abdominal injuries, resulting in a 38% health impairment. The Criminal Technical Department of the Hanoi Police later classified the two knives Dong used as highly lethal weapons, as per Circular 75/2024 of the Ministry of Public Security. This classification led to Dong facing an additional charge of illegal use of military weapons.
During the investigation, Dong's family stated he had a history of mental and neurological illnesses. However, a forensic psychiatric assessment by authorities concluded that Dong was fully capable of understanding his actions before, during, and after committing the crime. Dong's family has compensated Tung 140 million VND, and Tung currently has no further compensation claims.
