The 18-year-olds, residents of Phuc Thi and Tien Thang communes, were deemed by Hanoi police to have acted "recklessly and with disregard for the law, directly endangering the life and health of a police officer" on duty for a major national political event.
Captain Le Dinh Cong of the Hanoi Mobile Police Department is now able to speak after receiving treatment for a brain injury, broken nose, broken jaw, and broken left arm.

Around 8:10 PM on 21/8, Nam and Quan were speeding on Nghi Tam street towards Au Co street on a motorbike. At the time, Hanoi police were enforcing road closures for security and order during rehearsals for the 80th National Day celebration on 2/9 (A80).
Officers stationed at the checkpoint in front of 336A Nghi Tam street signaled the two to stop after observing their "extremely dangerous" behavior towards the parade participants and the public. Nam ignored the signal and accelerated.
The motorbike collided directly with Captain Le Dinh Cong. Video footage shows the impact throwing the officer about two meters, followed by Nam and Quan also falling from the bike.
The officers apprehended Nam and Quan and transported them along with Captain Cong to the hospital.

On 22/8, the Hanoi Police Department announced that the investigative authority is investigating the incident and will take strict action.
