The Minister of Public Security signed the decision to posthumously promote Captain Hai, an officer with the Dien Lam Commune Police, on 22/3.
Early yesterday morning, Hai and his colleagues were investigating illegal mineral exploitation along the Cai River, near Dong Tran 3 hamlet. They discovered a raft anchored near the bank showing unusual signs. When the individuals on the raft fled towards the middle of the river, Hai swam after them to secure the offending vessel, but he subsequently drowned and went missing.
The Dien Lam Commune Police, coordinating with the Fire Prevention and Rescue Police Department (PC07) and other units, organized a search. By 7:37 AM the same day, Hai's body was found approximately 100 meters from the incident site.

According to the Khanh Hoa Provincial Police, Captain Hai's sacrifice represents a significant loss for the provincial police force, his family, and local residents. He demonstrated a high sense of responsibility and bravery in fighting crime, protecting mineral resources, and maintaining local security and order.
The Khanh Hoa Provincial Police is continuing to investigate and search for suspects involved in illegal sand mining, while also coordinating with local authorities to visit, offer condolences, and support Captain Hai's family.
Hai previously served as a detective with the former Dien Khanh District Criminal Police Team. Following the organizational streamlining policy, he was transferred to the Dien Lam Commune Police, where he was highly regarded for his composure and active participation in unit and local activities.
Captain Hai was also the main breadwinner for his family, which faces difficult circumstances. His parents are elderly and seriously ill. His wife does not have a stable job, and they have a baby girl who is only a few months old.
