This information is outlined in the Law amending and supplementing a number of articles of 10 laws related to security and order, which becomes effective from 1/7. A specific article in this law is dedicated to amending regulations on identification.
Specifically, the law prohibits requiring citizens to present documents already integrated into their VNeID electronic identification for administrative procedures. An exception applies if the information provided by the citizen is inconsistent with the integrated information.
Therefore, from 1/7, individuals, agencies, and organizations are strictly prohibited from requiring citizens to present their ID cards if the information is already integrated into VNeID when handling administrative procedures.
Additionally, the law retains 9 prohibited acts concerning identification, such as illegally retaining ID cards; harassing, causing inconvenience, or discriminating when handling administrative procedures related to identification; and altering or intentionally falsifying the content of an ID card.
The new law adds a regulation stating that if a citizen presents their electronic identification, the competent authority cannot require them to present documents or provide information already integrated into the electronic identification.
The re-issuance of ID cards can be done online via the public service portal, VNeID, or in person at an ID card issuance facility. The ID management agency will use the most recently collected facial photo, fingerprints, iris scans, and existing information to re-issue ID cards.

The locations for issuing, exchanging, and re-issuing ID cards will no longer be district-level police stations as before. Instead, these procedures will be handled by the ID management agencies of provincial and city police, commune, ward, and special zone police, and the ID management agency of the Ministry of Public Security.
Currently, in the field of ID issuance and management, the Ministry of Public Security has also abolished many procedures previously carried out at ministerial and provincial levels related to collecting and updating DNA and voice biometric data into the ID database.
The collection and updating of voice biometric information into the ID database; the integration, updating, and adjustment of information on ID cards; and procedures for people of Vietnamese origin whose nationality has not been determined have also been abolished.
In the field of electronic identification and authentication, the Ministry of Public Security has eliminated procedures for issuing electronic identification accounts previously carried out at ministerial and provincial levels for foreigners, Vietnamese citizens, and agencies or organizations. The abolished procedures include: issuing level 1 and 2 electronic identification accounts for foreigners; issuing level 2 electronic identification accounts and electronic identification for Vietnamese citizens; and issuing electronic identification accounts for agencies and organizations.
