On 27/1, the Bac Ninh Provincial Police announced that its Criminal Police Department had initiated legal proceedings and temporarily detained Do Van Thanh, 42, residing in Ha Dong ward, Hanoi. He is under investigation for brokering prostitution, an offense under Article 328, Clause 2 of the Penal Code. Authorities are also strengthening case files to impose administrative penalties on the prostitution group.
According to the police, Thanh led a prostitution ring that primarily catered to "madams". Clients interested in the service would contact Thanh via Zalo to negotiate and pay a deposit of one million VND via bank transfer. After the session, clients would settle the remaining amount with Thanh.
On 21/1, police inspected two hotels in Vo Cuong and Bac Giang wards, where they discovered two women in their 40s engaged in prostitution brokered by Thanh.
The two sex workers involved were male, aged 39 and 22, both residing in Hanoi. According to their statements, the price for a "quick trip" was 2.5 million VND per person per session. Of this fee, Thanh paid one million VND as commission and covered all travel expenses.
