On 23/3, Bac Ninh Provincial Police announced that the Economic Police Department had initiated legal proceedings against Diem Thi Linh, 34 years old; Chu Quy Dong and Phan Thi Ngoc Phuong, both 31 years old; and Phan Thi Ha, 33 years old. They are under investigation for fabricating and using seals and fake documents belonging to agencies and organizations.
According to the police, the social housing project in Nam Son ward is developed by SG and partners consulting Company Limited. During the sales process, the developer contracted several consultants and provided training on relevant legal regulations.

Linh, as a consultant, was responsible for finding clients and guiding them through the social housing application process. Her team received a 0.5% commission on the contract value for each successful application.
Authorities accuse Linh of exploiting the demand from customers who did not meet social housing eligibility criteria by instructing them to create fake documents. Her group then used these fake verification letters to replace official employment confirmations or directly fabricated documents for self-employed individuals.
After collecting personal information, Linh forwarded it to Ha for drafting the fake documents. Ha then asked Phuong, who managed the seal of Thuan Phong Express Company Limited, to stamp the verifications. Concurrently, defendant Dong, who managed the seal of L&T Vietnam Express Services Company Limited, also assisted in stamping the documents.
Notably, Ha researched the signatures of legal representatives of various businesses online to forge directors' signatures, completing the fake dossiers. These documents were then returned to Linh for use in clients' social housing applications. As per their agreement, Linh paid Ha 200,000 VND for each completed dossier.
Recently, there have been a series of violations involving the sale and application for social housing. Most recently, the Economic Security Department of the Ministry of Public Security initiated legal proceedings in a case of property appropriation fraud involving over 40 billion VND at several social housing projects in Ha Noi city.
According to the Ministry of Construction, there are currently 737 social housing projects underway nationwide, totaling more than 701,000 units. This represents approximately 70% of the target set by the one million unit development plan. In february alone, local authorities commenced construction on an additional 28 projects, comprising around 20,000 apartments.
