On 22/2, authorities issued an emergency arrest warrant for Mui, 47, a resident of Kep commune, as part of an investigation into extortion. The warrant was executed by the Bac Ninh Provincial Police's Criminal Investigation Department.

Initial investigations revealed that on 21/2, Mui illegally collected parking fees on the road leading to Ba Chua Then Temple and Co Be Chi Miu Temple in Kep commune, Bac Ninh province. When a driver protested, Mui verbally abused them and snatched their vehicle keys, demanding payment.
Mui demanded, "If you don't pay, I won't return the keys, and your vehicle won't move". Residents video-recorded the entire incident and posted it on social media.
Police assessed this behavior as having a negative impact on security and public order, causing widespread outrage.
Following the incident, police urged individuals who were illegally charged for parking while visiting temples in Kep commune to contact the Bac Ninh Provincial Police's Criminal Investigation Department for resolution. Police also instructed temple and festival management boards in the area to establish proper parking facilities, preventing the emergence of unauthorized parking points that negatively impact security and order.
