On 16/9, Chen Ci Fu and Chen Hung Kai (both Taiwanese nationals), along with two Vietnamese women, were arrested and charged by the Criminal Police Department (PC02) of Ho Chi Minh City Police with prostitution brokerage.
In addition, Chen Ci Fu is also accused of trading prohibited goods.

Investigators uncovered suspected prostitution and nitrous oxide distribution at the KTV Richy 7 restaurant, located on Street 5, Him Lam Residential Area, Tan Hung Ward (former District 7). The establishment employed several young women who catered specifically to foreign clientele.
Following surveillance, police raided nearby hotels and apartments, catching several women in the act of prostitution. The women stated they were instructed by the restaurant owner to "serve guests."

The investigation revealed that Chen Ci Fu prohibited serving Vietnamese customers and instructed the women to take circuitous routes before arriving at prearranged locations with clients. The price for each encounter ranged from 5 to 8 million VND.
During the raid, police discovered 756 canisters of nitrous oxide, along with dispensing equipment and balloons. Records indicate that Chen Ci Fu and a Vietnamese female manager profited hundreds of millions of VND from the nitrous oxide sales to patrons at the restaurant.
