Dinh Van Long, 52, from An Binh commune, Phu Tho province, is scheduled to stand trial on 30/6 before the Hanoi People's Court for murder. The charges stem from an incident on 13/9/2025, where Long is accused of intentionally running over a 10th-grade student, causing her death in Phu Xuyen commune, Hanoi.
On the day of the incident, Long, a driver for a construction materials company in Chuong Duong commune, Hanoi, was transporting fresh concrete to Chuyen My commune, about 20 km away. Around 9h, while driving near the Van Diem underpass in Phu Xuyen commune, a 10th-grade student on an electric motorbike was traveling behind his tanker.
The student attempted to overtake the tanker from the right. As she neared the front of the vehicle, a truck unexpectedly cut across from the left, causing both the student and her electric motorbike to fall onto the road. The motorbike veered towards the roadside, but the student fell to the left, directly in front of the tanker, and became trapped under its front wheel.
According to the indictment, Long applied the brakes after realizing his vehicle had collided with the victim. However, the tanker continued to move about 4 m before stopping. The Prosecutor's Office alleges, "Long clearly knew the victim was trapped under the wheel."

The prosecution asserts that Long "intentionally ran over the student, causing her death" because he believed that if she survived, he would face substantial compensation. Subsequently, he engaged the gear, drove the vehicle forward, crushing and dragging the victim approximately 10 m along the road surface. Long only stopped when residents noticed the incident and rushed to block the tanker's path. The 15-year-old student died en route to the emergency room.
After the crime, Long fled the scene. He later surrendered to Phu Xuyen Commune Police at 19h the same day. Rapid test results confirmed Long had no alcohol in his system and tested negative for drugs.
