Hanoi police reported on 14/9 that the Criminal Investigation Agency is detaining 51-year-old Long, residing in An Binh commune, Phu Tho province, for investigation of murder.
Around 9:20 a.m. on 13/9, Long was driving a concrete tanker truck under the Van Diem overpass in Lam Son village, Phu Xuyen commune, when he collided with a 15-year-old female student on an electric motorbike.
Authorities allege that, after the initial accident, Long "intentionally continued driving, dragging the victim along the road".
According to Hanoi police, Long confessed his motive was "to ensure the victim died so he would go to prison and not have to worry about compensation for her death".
The victim was taken to Bach Mai Hospital but died from severe injuries.

After the incident, the driver fled the scene and turned himself in to Phu Xuyen commune police at 7 p.m. the same day. A rapid test confirmed Long had no alcohol in his system and tested negative for drugs.
The police described Long's crime as "extremely cruel and inhumane, motivated by despicable reasons".
The Hanoi Police Director has directed relevant units to quickly consolidate the case file and strictly handle the suspect according to regulations.
