On 13/9, Phu Tho police reported that Giang, a native of Hung Yen, is under investigation for property extortion.

On 11/9, Giang drove a taxi carrying a 60-year-old woman from My Dinh bus station to the former Hoa Binh city bus station. After the 70km trip, he demanded 3.5 million VND.

The woman explained she didn't have enough money and asked for a reduced fare. Giang then agreed to accept 2.5 million VND. After hearing her story, several witnesses recorded a video, posted it online, and advised her to report the incident to the authorities.

On the afternoon of 12/9, Giang went to the woman's house to apologize and promised to return the extorted money.
