The project site occupies a strategic position at the northeastern gateway of Thanh Hoa city's central urban area. It boasts three prominent frontages along major thoroughfares: Le Loi Avenue, Nguyen Chi Thanh Avenue, and Nguyen Duy Hieu Street.
In 2017, this land was initially designated for the Xu Thanh cultural park, with an investment exceeding 2,000 billion VND. However, that project proved unfeasible and remained undeveloped for many years.

The new barracks are designed for comprehensive functionality. The complex will include professional offices, a command and control center, logistics, technical, and training facilities, alongside auxiliary structures. The entire site is divided into five functional zones, encompassing 16 main components.
A prominent feature of the project is the central complex. This structure will comprise one basement and 12 above-ground floors, housing a large auditorium with seating for nearly 1,000. This venue will host major conferences and events for both the provincial police force and the province.
The architectural design draws inspiration from local historical and cultural values. It references landmarks such as Ho Citadel, Hac Thanh, Ma River, and Chu River, ensuring harmony with the urban landscape.

Speaking at the groundbreaking ceremony, Nguyen Hoai Anh, Chairman of the Thanh Hoa Provincial People's Committee, highlighted the project's multifaceted benefits. He stated that it will not only meet the operational needs of the police force but also enhance urban infrastructure, create an architectural landmark, and stimulate local socio-economic development. The province aims to complete the facility before August 19, 2027, coinciding with the 82nd anniversary of the Public Security Force Tradition Day.
Minister of Public Security Luong Tam Quang underscored the project's significant political importance. He explained that it contributes to the national goal of building a "clean, strong, regular, elite, and modern" public security force. Furthermore, the project will establish a crucial foundation for enhancing command and control capabilities and maintaining security and order in the current situation.
