The Internal Security Department of Ho Chi Minh City Police, in coordination with Long Binh Ward Police (former District 9), previously identified the TikTok account "Master Dung Van". This account frequently posted videos insulting individuals and promoting superstition. During questioning, Dung admitted to owning the account.
Investigations revealed that on TikTok, Dung claimed abilities in "cam xa" (radiesthesia) and offered to resolve spiritual issues like "oan gia trai chu" (karmic debts) and "am binh quay pha" (disturbances by malevolent spirits) to attract viewers. He charged fees ranging from 5 to 30 million dong for each "resolution", but consistently failed to deliver on his promises after receiving payment.
Authorities have initially identified a victim who was defrauded of over 33 million dong. The investigation into the case is ongoing.

Ho Chi Minh City Police warns the public about scams involving individuals impersonating "thay" (masters), "spiritual masters", or those claiming abilities in "cam xa" (radiesthesia) or "giai nghiep" (karma resolution) on social media. These scammers exploit people's fear and superstition, tricking victims into transferring money before appropriating it.
Authorities advise citizens not to engage with, believe, or transfer money for any online superstitious activities. Promoting, aiding, or sharing unscientific content will result in severe penalties.
