Two people arrested for placing cash envelope in police car

During a traffic accident investigation, two individuals involved placed a petition to drop charges and an envelope containing 20 million VND into the task force's car.

On 8/6, Pham Xuan Hai, 40, residing in Tien Hung commune, Hung Yen province, and Ta Vuong Anh Tuan, 62, residing in Nghia Tru commune, Hung Yen province, were charged and temporarily detained by the Investigation Police Agency of Lang Son Provincial Police for bribery, under clause 1, article 364 of the Penal Code.

The charges stem from a traffic accident that occurred previously, on 16/3, at the intersection of National Highway 4B and Provincial Road 237, in Ban Tau village, Na Duong commune. Hai was a party involved in this road traffic accident, which showed signs of a crime.

On 5/6, a task force from the Office of the Investigation Police Agency of Lang Son Provincial Police, in coordination with Regional People's Procuracy 5, reconstructed the scene of the accident. At that time, Hai had authorized Tuan to handle the case on his behalf.

Police allege that Hai discussed with Tuan to prepare a petition requesting no prosecution and an envelope containing 20 million VND in cash. The two then placed the petition and the money envelope on the back seat of the task force's oto to influence the resolution of the case.

Subsequently, Tuan contacted the investigator handling the case, requesting assistance for Hai to avoid criminal prosecution. Immediately upon discovery, the investigator documented the incident, reported it to unit leadership, and proposed handling it according to legal regulations.

On the same day, the provincial police issued an emergency detention order for the two suspects. Both Hai and Tuan admitted to the alleged actions.

Lang Son Police affirmed that any act of bribery intended to interfere with legal proceedings or evade responsibility before the law will be severely punished.
