The two teenagers bypassed a roadblock on the evening of 21/8, during preparations for the A80 (80th anniversary of National Day) celebrations. They hit Captain Le Dinh Cong, a mobile police officer, causing him a traumatic brain injury.
This morning, Lieutenant General Nguyen Thanh Tung visited Cong at the 108 Military Central Hospital and awarded him a Certificate of Merit from the Hanoi People's Committee Chairman. The captain was recognized for his outstanding service in ensuring security and order for the events commemorating the 80th anniversary of the August Revolution and the 2/9 National Day.

At approximately 8:10 PM on 21/8, Nam and Quan were speeding on a motorbike along Nghi Tam street towards Au Co street. Hanoi police officers were implementing road closures for security and order, preparing for the 80th National Day rehearsal.
Officers stationed near 336A Nghi Tam street signaled the teenagers to stop after observing their reckless driving, which posed a danger to the parade participants and the public. Nam ignored the signal and accelerated.
The motorbike hit Captain Cong. Video footage shows the impact throwing the officer about two meters. Nam and Quan were also thrown from the motorbike.

Nam, Quan, and Cong were taken to the hospital. Cong suffered a traumatic brain injury, a broken nose and jaw, and a broken left arm. He is now able to speak.
